Authority of the words of a reliable person in subjects.&nbsp;Based on the principle, the words (transmitted by) a reliable person in subjects (is considered) reliable and the evidence for this is as follows:&nbsp;- The way of the reasonable people is that they trust the word (transmitted by) a reliable person and on this basis the Usooliyeen (those who follow the Usooli school) consider a Khabar e Wahid in rulings and hadith to be reliable. The rational people, in the issue of transmission of narrations from the Infallibles, for reliabile transmission to account for a ruling or a general law, do not believe in topicality rather the ways of the rational people is reliability of a narration in loco transmission of a hadith. A point is that it indicates to a subject from external subjects, which is the sayings of an Infallible Imam, and this transmission of the words of an Infallible, if it is proven to the religious people, it bears the religious effects and responsibilities. Therefore, the rational people consider the words of a reliable person in subject to be reliable.&nbsp;- Some of the texts and narrations consider relying on narrations (transmitted from) reliable and just person to be permission.&nbsp;- Narrations which infer to the validity of testimony, the absoluteness of these narrations also includes the testimony of a single just (person) in subject matters. One of these is the reliable narration of 'Abdallah bin Mughayra who says:قَالَ كُلُّ مَنْ وُلِدَ عَلَى الْفِطْرَةِ وعُرِفَ بِالصَّلَاحِ فِي نَفْسِهِ جَازَتْ شَهَادَتُهُThe generality of these narrations includes narrations (transmitted) by a reliable person in subject matters.&nbsp;The lexical meaning of 'Bayyinah' (evidence) is not limited to the testimony of two just people rather includes the testimony of a single just person although in some instances such as the Chapter of Judgeship (قضا), there is specific evidence that testimony should be from two just people however in other instances to the evidence criterion, the evidence of a single just person is reliable.&nbsp;Example: In proving one doubtful relation, if the claimant and defendant are in between, it is given over to the chapter of judgeship and the technical evidence (of two testimonies) must be brought forward however if it is not in the chapter of judgeship for example, they wish to divide inheritance in a family and a person says 'I am a child of the deceased' and he brings forward one witness (like a neighbour who has information of the deceased's affairs), here the technical meaning of evidence does not apply however should this testimony be heard? Or is the number of witnesses valid?&nbsp;It has been claimed that some narrations consider valid the number of witnesses in the subject matters however the inference of those narrations on the claimant is not clear.&nbsp;Some chapters have been excluded from this ruling and Khabar e Wahid is not sufficient in them such as&nbsp;1) Chapter of Judgeship2) Chapter of Punishment3) Chapter on Moon sighting&nbsp;&nbsp;Reasons cited for the authority (Hujjiyat) of a Khabar e Wahid (single transmission) in subjects includes the opinion (derived from a) laboratory (examination) and single reliable word which are based on sensory preliminaries.&nbsp;Authority of laboratory opinions based on an estimate preliminary.&nbsp;Are views by a laboratory, which is based on certainty and extracted from an estimate preliminary an authority?&nbsp;Point 1: If the view of the specialist and experimenter is based on speculation, it will not have reliability.&nbsp;Point 2: An estimated matter is one whereby its discernment is not possible based on sensory preliminaries and in these cases, the word of the experts is authority.&nbsp;Point 3: (Matters with) Estimate preliminaries are preliminaries whereby there will be no one result for all and the conclusions that different specialists derive from those preliminaries will be different.&nbsp;Validity of views by specialists which are based on estimate preliminaries will not be (considered) a Khabar and the evidence of Hujjiyat Khabar (Authority of the word) will not include it rather its authority is from the authority of the word of the experts.&nbsp;In and of itself there is no dispute in the authority of the word of the experts and evidence for it are as follows:&nbsp;- 'Ijma (consensus): It is not far-fetched that in the issue of validity of the word of the experts, consensus is realized.&nbsp;- Verses: Some of the verses which support the validity of the word of the experts are:&nbsp;فَاسْأَلُوا أَهْلَ الذِّكْرِ إِنْ كُنْتُمْ لاَ تَعْلَمُونَ»1)&nbsp;&nbsp;. «قَالَ اجْعَلْنِي عَلَى خَزَائِنِ الْأَرْضِ إِنِّي حَفِيظٌ عَلِيمٌ»2)&nbsp;&nbsp;- Narrations: Some of the narrations infer to the validity of the word of the experts such as:&nbsp;&nbsp; - Narrations in the chapter of breastfeeding&nbsp; - Narrations in the chapter of crimes (where the value of blood money is not specified, and I've must refer to the experts)&nbsp; - Narrations in the chapter of loss, damage was guarantee&nbsp; - Narrations in the chapter of determining the boundaries of places&nbsp; - Narrations inferring to the validity of the adhan of a muazin who not famous and other narrations is.&nbsp;- Ways of the rational people&nbsp;Ways and evidence of the rational people in referring to the experts is present certainly in the time of the Imams and the rational people referred to the experts.&nbsp;Even if we say that we do not have certainty and we have doubt whether in the time of the Imam such a way existed of not, using the principle of Asalat al Thubat, we prove the presence of such a way in the time of the Imam.There is no refutation to referring to the experts in any of the texts even if it be weak.&nbsp;Authority of the words of the experts is on what conditions?&nbsp;Following the way of the rational people in the validity of the word of the experts is strong evidence and neither is there a refutation regarding the principle of its validity nor a refutation regarding is applicability and the condition of evidence (bayyinah) in the words of the experts is not reliable rather one trustworthiness (reliability) is valid in it meaning the expert much be reliable and trustworthy.&nbsp;And the word of a single reliable person in estimate (حدسیات) is authority just as the word of a single reliable person in sensory (حسیات) is an authority. The authority of the word of the experts is not subject to reliability and certainty.&nbsp;The conclusion being if a specialist and experimenter is reliable, his views and opinions are valid and there is no requirement for several experimenters, and it is not necessary for reliability and certainty to be gained from his word.

SDR (Special Drawing Rights) is a facility akin to an international monetary asset held by the International Monetary Fund (IMF). According to a report by Al Jazeera, Iran holds an allocation equivalent to USD 2.1 billion in SDRs.But what exactly is the nature of this international monetary instrument, and what are its related jurisprudential (fiqhi) rulings? This is a contemporary issue on which little has been written in Persian.The topic has been subjected to detailed fiqhi analysis in the dars al-kharij (advanced jurisprudence course) of Ayatollah Seyyed Mohammad Reza Modarresi, respected faqih and member of Iran’s Guardian Council.In line with its mandate, the Department of Contemporary Jurisprudence (Fiqh) of the Islamic Seminaries (Daftar-e Fiqh-e Mo‘āṣer) has compiled and translated authoritative international sources and made their explanations available to the instructor, to be presented as needed. Note: What is the basis for the audience is from noble fatwas of the Islamic Republic and the content of this article is purely for the purpose of academic discussion.&nbsp;The Answer of Ayatollah Qa'ini:&nbsp;Although there is no problem in the actual procedure (labiaplasty), it becomes forbidden as it requires physical examination. This is because looking at another person's intimate parts is forbidden, even for someone of the same gender, unless the person has an issue in that area that is very difficult to bear or they have reached the point of emergency and distress (even in relation to their marriage duties). In this case, they can undergo a labiaplasty to relieve their distress and suffering.&nbsp;Additionally, it appears to be different from circumcision, and even if it is circumcision, it should be noted that female circumcision is only permissible before puberty and at a time when examination of their intimate parts isn't forbidden (such as a newborn). However, after that time it is not allowed because the essence of the action is recommended, so it shouldn't necessitate a forbidden touch or look. Therefore, it isn't possible to commit a forbidden act for the sake of performing a recommended one.&nbsp;It should also be noted that male circumcision is obligatory and for this reason, it is permissible for a surgeon to perform it even after puberty and even if it results in examining the intimate parts as its an obligatory act.&nbsp;As a result, labiaplasty is permissible only when the extra skin is to an extent that causes great difficulty or distress for the patient, but it cannot be performed for cosmetic reasons or to increase pleasure, etc.

Islamic Seminary

Expressing satisfaction with the activities conducted and offering prayers and supplications to Hadhrat Wali al-‘Asr (may God hasten his reappearance) for the success of this institution (Daftar-e Fiqh-e Mo‘āṣer) in achieving its great goals, the senior marja‘, Grand Ayatollah Safi Golpaygani, emphasized the superiority of Shia fiqh over comparable international academic and legal systems. He added: “Our fiqh has a long-standing history dating back to the era of the Infallible Imams (peace be upon them) and their companions. As we have progressed through time, we have sought to continue those same teachings. Since many of today’s issues did not exist in earlier periods, they must be derived from the fiqh of the Ahl al-Bayt (peace be upon them). Just as time has advanced, fiqh has also advanced; however, it must do so in a way that nothing falls outside its original foundations.”Grand Ayatollah Golpaygani further remarked: “The work you are doing is necessary so that these new issues are properly identified, and the clearer these cases become, the better.” He stressed: “Progress must be made in such a way that the fundamental principles of fiqh are preserved, and these new matters are extracted from them. In reality, your task is to explain the teachings and narrations of the Ahl al-Bayt (peace be upon them). In other words, our fiqh is not new—yet at the same time, it is renewed.”Concluding his remarks, he said: “If we fail to address these new issues, it would be a deficiency. Our fiqh is rich and fully capable of answering all questions.”During the meeting, Ayatollah Alireza A‘rafi, Director of the Islamic Seminaries (Hawza ‘Ilmiyya), noted that in some contemporary fiqh and usul al-fiqh issues that are urgently needed today, individuals sometimes intervene without relying on sound fiqh and usuli foundations. He stated that due to the importance and sensitivity of such matters, the Hawza had to take the lead, both to provide rigorous scholarly training for students and to offer precise and reliable answers to these issues.Ayatollah A‘rafi added that, with the coordination of the Supreme Council of the Hawza, a group of well-known dars al-kharij (advanced jurisprudence) instructors has been formed under the supervision of Ayatollah Shab Zendeh-Dar. Their regular scholarly sessions—held once or twice weekly—represent one of the Hawza’s notable successes.Ayatollah Shab Zendeh-Dar, in brief remarks, explained that the Scientific Council of Contemporary Fiqh consists of senior scholars Ayatollah Shahidi, Ayatollah Shoopa’i, Ayatollah Andalib, Ayatollah Qa’ini, Ayatollah Modarresi Yazdi, as well as himself. He emphasized that the scholarly work of this group requires the support of eminent maraji‘ such as Ayatollah Safi Golpaygani, so that the Supreme Council can proceed with greater confidence, integrate the council’s outputs into the Hawza’s educational system, and enable this group to continue its mission with greater strength. Such support, he noted, would also allow students and advanced scholars to participate more actively in these fields.Ayatollah Qa’ini, one of the dars al-kharij professors and another member of the Department of Contemporary Jurisprudence (Fiqh) , referred to the achievements of the late Shaykh Husayn Hilli (may God have mercy on him) in addressing new issues and publishing the book Buhuth Fiqhiyya on contemporary jurisprudential matters. While expressing concern that some instructors, due to heavy commitments, engage less with new topics, he requested that Ayatollah Safi encourage qualified scholars more actively to enter and contribute to emerging fields of fiqh.&nbsp;This meeting was attended by Ayatollah A‘rafi, Director of the Islamic Seminaries; members of the Scientific Council of the &nbsp;Department of Contemporary Jurisprudence (Fiqh) —Ayatollah Qa’ini, Ayatollah Shab Zendeh-Dar, Ayatollah Shahidi, Ayatollah Andalib, Ayatollah Shoopa’i, and Ayatollah Modarresi Yazdi; and the Director of the &nbsp;Department of Contemporary Jurisprudence (Fiqh), Hojjat al-Islam Hosein Ethna-Ashari.

Ayatollah Shab Zendeh Dar recollected his meeting with the Supreme Leader: “I personally gave copies of the published books of the department to the Supreme Leader”, and whereby then the Supreme Leader stated that 'I've read through these books', he then became happy and said 'they were written in a good style'". "Regarding the discussion on adhering to absolute meanings in new subjects, the Supreme Leader told me": 'I have a lot to say in this area'.&nbsp; Ayatollah Shab Zendeh Dar continued: "The last time His Eminence Ayatollah Arafi gave a copy of one of the books to the Supreme Leader - which was probably the second or third edition and had some differences from the first edition - as soon as he took the book he said 'this work is very significant and must be done'. The pace of news related to ijtihād developments in the Hawza seminaries has been accelerating steadily. Owing to the thoughtful and strategic groundwork laid in recent years, the Hawza is now increasingly emerging as a hub for the exchange of up-to-date scholarly ideas and theories.Following the publication of reports on Contemporary Fiqh Dars-e Khārij courses and the scholarly initiatives of the Centre for Contemporary Fiqh, a notably positive response has been observed among academic and elite circles, both within and beyond the Hawza community.In this context, 35 senior figures in scientific management, legislation, and policy-making, together with professors and graduates of leading domestic and international universities, addressed a significant letter to the Head of the Hawza Seminaries. By declaring their support and interest in collaboration across specialized fields related to contemporary fiqh, they effectively opened a new chapter in joint research cooperation.These signatories—recognized national experts and managers in fields such as economics, computer science, information technology and artificial intelligence, law, physics, philosophy of science, cyberspace and social networks, cryptocurrencies, entrepreneurship, management, investment, and governance—highlighted, in their letter, a critical assessment of previous models of Hawza–university collaboration. They also presented concrete proposals and announced their readiness to cooperate in transferring the world’s most up-to-date specialized knowledge to Hawza professors and jurists. This initiative lays an important foundation for more far-reaching scholarly engagement by the Hawza in shaping contemporary academic discourse—an effort that could contribute to a brighter scientific future in the “Second Phase/Step of the Islamic Revolution.”&nbsp;<h3>Text of the Letter</h3>In the Name of God, the Most Compassionate, the Most Merciful&nbsp;To His Eminence Ayatollah Aʿrāfī (dāma ʿizzuhu — may his honor endure)Head of the Hawza Seminaries&nbsp;With greetings and respect,&nbsp;We respectfully wish to note that the recent news reports regarding the official launch of 15 Dars-e Khārij courses in Contemporary Fiqh, addressing key issues required by the scholarly community and taught by well-known Hawza professors and mujtahids, have attracted considerable attention and are of great importance.The significance of this initiative is further amplified by the fact that, based on information available to university professors and specialists cooperating with the Centre for Contemporary Jurisprudence (Fiqh), several of these courses have devoted serious attention to identifying and engaging with the most up-to-date scientific theories. This specialized approach reflects the firm resolve and deep intellectual foundations of this longstanding institution in influencing contemporary scholarly discourse.Although, over many years, various educational centers in both the Hawza and universities have offered suitable interdisciplinary training programs, what has received comparatively less attention has been a focus on joint Hawza–university research, rather than education-centered approaches. The experiences of Iran and other countries demonstrate that the production of high-caliber knowledge and the resolution of complex issues typically emerge from research-based programs in which distinguished specialists from different disciplines engage in long-term, structured collaboration on specialized topics.The recent initiative of the Hawza seminaries toward joint research pathways heralds the beginning of a new phase in advancing Iran’s scholarly production. A distinctive feature of this movement is the central role of Dars-e Khārij instructors, which has the potential to generate a genuine scientific leap forward.Given that ijtihād-based research on contemporary issues is among the country’s essential needs—requiring comprehensive and in-depth Hawza–university collaboration—the launch of these courses presents an excellent opportunity to implement joint research projects with this orientation.
