Achievements:<ul><li>Compilation of the books, “Al-Fāiq fī Al-Usūl”, “Al-Rāid fī Al-Usūl”, “A commentary on&nbsp;Al-Fāiq fī Al-Usūl”, a total of 5 volumes in the subjects which required in the subject of Islamic Legal Theory which has been held in 240 classrooms with the attendance of 5,000 students from all over the country in the last two years.</li><li>Authoring the book entitles “A Legal Entity” and making a start on teaching this book on a trial basis.</li><li>Forming 8 research groups with the cooperation of university professors in the subjects of economics, fundamental rights, human rights, legal procedure, social media, artificial intelligence, and cryptocurrencies and cooperating with the jurists of the Islamic Seminary and launching advanced jurisprudential lessons in the subjects of cryptocurrencies, money, stock exchange and capital market, judicial law, legislative jurisprudence, legal entity; Compilation and publication of 9 volumes of books from the lessons of contemporary jurisprudence.</li><li>Creating a platform to facilitate and encourage students and professors to take advanced jurisprudential lessons on contemporary jurisprudence with the cooperation of the management and education departments of the Islamic Seminaries; The result of this synergy was that in the academic year of 2022 - 2023, the subject of contemporary jurisprudence had the largest number of students and the largest number of courses of advanced jurisprudence compared to other areas of jurisprudence; 50 courses where more than 3,400 people (nearly 45% of students of advanced jurisprudence) participated in these courses, which is a rare statistic.</li><li>Announcement of more than 200 topics for level 3 and 4 theses related to the topics that were taught.</li><li>Compilation of 4 books on "SDR, the first international currency", "legal aspects of money" and "ethics of artificial intelligence". These books will be available to seminary teachers, and as the late Kashif al-Ghita wrote Tahrīr al-Majala, they will be introduced along with a published critical review and a suitable book title for teaching in Islamic Seminaries and universities.</li><li>Forming specialized working groups to review international and domestic documents and laws. Compilation of a one volume book cover on the criticism of the draft recommendation on the ethics of artificial intelligence, which was proposed by the UNESCO organization. According to the statistics presented from the first week of course selection, the courses of of Al-Shakhṣ Al-E’tibārī and Al-Fāiq have been widely welcomed by the esteemed students, which has been very surprising.Therefore, to avoid the problem of lack of classes, consultations are being held with specialized jurisprudence schools so that in these schools, independent students will also be allowed to participate in these two courses.Up until know the specialized jurisprudence schools of Imām Kāẓim, Ṣāḥib al – Amr and Dār al – ‘Ilm Imām Ḥasan (peace be upon him) have agreed on this issue.Thus, all the respected students must pay attention that while selecting the courses of Al-Fāiq and Al-Shakhṣ Al-E’tibārī, if the place where their desired teacher is teaching is announced in one of the schools, they can choose the course and attend his class.This issue is still being followed up and this request has been submitted to other esteemed directors of specialized jurisprudence centres to cooperate in this important matter and allow independent students who apply for these two courses to attend their schools.

An Important Announcement regarding choosing the Courses of Al-Shakhṣ Al-E’tibārī (The Juridical Person) and Al-Fāiq

In this series of questions and answers, the goals and features of the new format of advanced level lessons was clearly elaborated upon and it is hoped that such a practice is kept constant. The following two links contain the questions and answers propound upon and a detailed explanation of the new learning format has been presented:&nbsp;<a href="https://hawzahnews.com/xbQRM">https://hawzahnews.com/xbQRM</a><a href="https://hawzahnews.com/xbQPP">https://hawzahnews.com/xbQPP</a>&nbsp;&nbsp;There are two noteworthy points in the above material which indicate to the original subject matter which have been decided upon after a few years of gathering opinions of teachers:&nbsp;&nbsp;1) The general level of students, while observing traditional learning methods (such as discussions and lesson writing), cannot study 4 lessons a day and increasing the study years is not possible&nbsp;&nbsp;2) Majority of the general lessons of the seminary do not study the final sections where as necessarily the final sections do not have a lesser priority in comparison to all other sections and the teachers are looking for a solution to teach those sections. Having said that, the instances that are currently being considered are as follows&nbsp;&nbsp;Firstly: Every teacher, who in accordance to previous formats, is able to study the complete study program with their best students should continue the same format and after completing the term program should hold exams (the number of exam times will be increased). However, as for teachers who in the past were unable to complete the term program, instead of eliminating the final sections, in accordance to the importance and appropriate distribution, should dedicate some lessons as self study.&nbsp;&nbsp;The recommended term study program can be modified after receiving general feedback from the teachers. Thus, the previous education system is preserved for interested teachers and students and as for the rest, it has been endeavoured that a more rational planning is considered.

With effort from the seminary news agency and respected deputy head of education of the religious Seminaries, Hujjat ul Islam wal Muslimeen Rustam Nijād responded to questions brought forth by teachers and students regarding the new format for advanced level lessons of the Islamic seminary.

Response by the Deputy Head of Education to question regarding format of the new advanced level lessons 

Following this progress, several meetings were held with teachers and different educational departments which was welcomed by the teachers and elders and the admirable progress of the office of contemporary jurisprudence. Many of these respected people welcomed further co-operation with this transformational endeavours. The original aim of these meetings as well was to request a greater presence of the respected elders in lessons and research pertaining to contemporary jurisprudence.&nbsp;As an example from the held meetings, we can mention the meeting held with Ayatullah Jawādī Āmuli which took place with the companionship of the respected head of the Islamic seminaries. This meeting extended the specified time and the respected Ayatullah as well presented strategic discussions and after being acquainted with all the activities undertaken by the office of contemporary jurisprudence and a request for his greater presence, Ayatullah Jawādī Āmuli announced that with the Grace of Allah, he will begin advanced contemporary jurisprudential lessons from this year.&nbsp;&nbsp;Another meeting, with the co-operation of Ayatullah A’rāfī, was held in the presence of Ayatullah Subhānī. With emphasis on this that he has previously taken steps to establish advanced lessons in contemporary issues and its results have also been published in his books of Ijtihād, he expressed his devotion and promised his additional assistance in both introductory lessons in contemporary jurisprudence as well as in advanced lessons of philosophy so that competent teachers would take a step forward in teaching.&nbsp;One of the other meetings that took place was in the presence of Hujjatul Islām wal Muslimeen Shahristānī (representative of Ayatullah Sistānī) whereby after communication of the activities (by the office of contemporary jurisprudence), he advocated for many of these measures and also introduced some teachers for collaboration. The Winter of 1400 (2021) was very productive for the office of contemporary jurisprudence. The start of this season came with the launch of introductory lessons to contemporary jurisprudence, transformational and precise progress in advancing the scientific level of study in the Islamic seminary and an unexpected welcome by the respected teachers and students.

Productive winter for the office of contemporary jurisprudence

In the first part of his speech, he counted the primary components of the revolution as follows:&nbsp;<ol><li>The essence of the Islamic revolution is an intellectual, cognitive and learned essence.</li><li>The revolution has a historical and original history</li><li>The Islamic revolution is a modern revolution</li><li>The Islamic revolution is based on the idea of religious democracy</li><li>Independence and freedom are the two primary foundations in the Islamic revolution</li><li>National identity is established in the light of Islam and we have both a national and transnational view</li><li>Our revolution does not negate science and technology and human progress, but Islamic progress has different elements from Western progress</li><li>Adherence to Islamic law and jurisprudence</li></ol>&nbsp;The responsibility of all present-day revolutions is to recognize the challenges of distortion and infiltration such as replacing the martyr and the executioner (i.e reversing the perceived roles), negating achievements and services, purging the enemy and recognizing the cowardly attack on the idea of the Islamic Revolution. The Jihad of elaboration is a rational, logical, calculated jihad that is based on awareness and statistics.&nbsp;In the second part of his speech, Ayatullah A’rāfī while indicating towards the altruism of the Islamic Seminaries, he guided the present-day students as well towards the same path. He considered the domain of the Islamic Revolution as intellectual and present and explained the characteristics of the sphere of the Islamic Revolution as follows:&nbsp;<ol><li>Science-based and knowledge-based domain</li><li>Moral and God-oriented&nbsp;</li><li>Culture and propagation oriented&nbsp;</li><li>People oriented</li><li>Conscious and accurate political thinking&nbsp;</li><li>Accountability and observing the facts</li></ol>&nbsp;He then pointed out the challenges of today's seminaries&nbsp;whereby one of the challenges and weaknesses is taking the developed transformational programs between the teachers and students. Many programs have been compiled with the help of students and professors. Ayatollah Arafi the said that today we must overcome the challenge of reducing social capital, public relations, issues of moral damage and all-round movement of the enemy.<figure class="image image_resized image-style-side" style="width:24.9%;"><img src="https://fms.s3.ir-thr-at1.arvanstorage.com/arfi_32a6831430.jpg"></figure>&nbsp;The Respected Head of the Islamic seminaries expressed the following with comprehension and in detail regarding what the teachers and students have said:&nbsp;<ul><li>I am at your service and apologize for the for hundreds of omissions and mistakes, but I have made a promise to be honest and to giev it all it take. All the mentioned points will be followed and it is also necessary to state a few points:</li><li>I am at the service if the seminary 5-6 days a week, 8-16 hours a day. My presence is fully utilized in other places in promoting the seminary and over the last few years, I have travelled to approximately 20 provinces. The ambassador system and face-to-face meetings are still ongoing.</li></ul>&nbsp;There are about 100 projects that have started to be implemented and will show their results slowly. The endeavour has been that with a&nbsp; macro, coherent and systematic view to find a foundation and continuity of this movement with a. We will indicate a few here:&nbsp;- Targeted simulation within the scope of missions and special tasks of the seminary: Over four years, based on the efforts of the predecessors, about 70 simulations of the seminary have been identified. In this case, about forty agreements have been drawn up with related departments, and in some cases, several thousand students have attended and will continue.&nbsp;- Educational growth of the seminary: apart from the courses outside contemporary jurisprudence, twenty book titles [introductory courses in contemporary jurisprudence] have been introduced as supplementary books. The other part is the projects related to the system, which are assigned to centres and individuals, and to-date there are 100 output-oriented projects for the departments that are in operation. [Secretariat to support the researches needed by the system].<ul><li>Seminary programs: We have several large seminary and provincial programs; by the end of this year the five-year plan of each institution and school will be compiled. In addition, five-year plans for subjects such as contemporary jurisprudence have also been compiled.</li><li>&nbsp;Systematic role-playing in the defined areas of the system: in this regard, the steering headquarters has been formed and dozens of documents have been prepared.</li><li>Activities in the provinces: only a handful of schools have been added, but specialized centres, disciplines and research institutes have increased. The school improvement plan has also been followed. Decrease is in terms of quantity which has also occurred in universities due to population issues. Of course, we also have additional problems. But the quality has not decreased and the ranking of teachers and schools has been carried out.</li><li>Means of livelihood: a purposeful plan and respect for teachers is followed. We do not neglect a single day's livelihood. In the case of endowment, work has been focused for four years, although these endowments have faced several fundamental problems that are difficult to solve. But this year, all nourishment of the country has been managed with endowment(s).</li></ul>

The Islamic Seminary of Khuzestan and especially the city of Ahwaz has a lively, active and exciting environment. In this place we benefited a lot from the presence of the scholars and also had a meeting with the new director of the province, the respected Shaykh Bilādiyān. He was a virtuous person, very respectful and well - mannered, and had a knowledgeable and revolutionary personality.In addition, we had a meeting with Ayatollah Jazāirī, who has in – depth advanced jurisprudence lessons in Ahvaz. During the meeting that was held in his school as shown in the picture below with the professors and managers that work for him, the interesting thing to note was that he teaches the topic of guardianship of the jurist and had also published a book in Arabic regarding the Shia Islamic view on the type of government administration that was published in the Arab world, and more interestingly, the esteemed professors of his school were very seriously following the latest topics of contemporary jurisprudence.&nbsp;<figure class="image image_resized" style="width:62.42%;"><img src="https://fms.s3.ir-thr-at1.arvanstorage.com/khozestan2_8d8b3722ac_6ebe780ff4.jpg"><figcaption>Meeting Ayatollah Muḥsin Ḥaydarī who is one of the teachers of advanced jurisprudence from Ahwaz along with professors and managers that work for him.</figcaption></figure>He said that after his current discussion of advanced jurisprudence, which is about partnership (Musharikah) and lands (which is a problem in that region), he will start teaching another one of the discussions of contemporary jurisprudence.P.S. Last week we had a brief meeting with the esteemed director and officials of the Islamic Seminary. To be fair, even though various meetings were held continuously from sunrise to midnight, the results of these meetings were so attractive and promising that they also relieved the earlier fatigue.

According to the news agency of the seminary, Ayatollah Makarem Shirazi, the Grand Marja of the Shia, deemed it necessary to pay deep attention to the subjects in of contemporary jurisprudence.

He made the request in a meeting with the heads of the seminaries and the contemporary jurisprudence department while praising their accomplishments in the field. He emphasized the importance of focusing on the depth of the subjects and ensuring a strong intellectual role the Office of Contemporary Jurisprudence should play.

At the beginning of the meeting, Ayatollah Arafi expressed gratitude to Ayatollah Makarem Shirazi for his support, discussed seminary administration and programs, and highlighted the initiatives and publications of the Office of Contemporary Jurisprudence.

He emphasized the importance of thorough 5-year planning for significant tasks, including the activities of the Office of Contemporary Jurisprudence. The focus is on advanced lessons rooted in seminary methodology, avoiding pseudo-enlightenment ideas, and relying on independent seminary principles. The institute collaborates with seminary and university teachers to analyze subjects jurisprudentially. This year, a 9-volume book on ijtihad in contemporary jurisprudence has been published, with plans for an equal number of new books next year.

The head of Iran&#39;s Islamic seminary highlighted the collaborative effort behind the book Al-Fā&rsquo;iq and its commentary, authored with the support of renowned advanced jurisprudence teachers. He emphasized that this book, as a supplement to Kifāyah, has sparked intellectual growth in the seminary. He also noted that future publications will be added to the seminary education system which will complement Makāsib in subjects such as &#39;legal entity.&#39;

Identifying and publishing books which in the last 100 years have been authored in Najaf and Qom on contemporary subject was a project he considered one of the other tasks of Contemporary Jurisprudence Office in the next year.

Ayatollah Arafi noted: &quot;We have contacted different Government bodies and have collected their issues and principle needs and formed more than 20 intellectual committees with the respected research executive Hujjatul Islām wa al-Muslimīn Muqīmī Ḥājī.&quot;

He stated that students, teachers, and seminary centers conducting strategic research aligned with announced guidelines to address societal issues will receive support, adding that over 100 projects have already commenced and are set to be published by next year.

Hujjat al-Islam wa al-Muslimīn Esna Ashari, head of the Department of Contemporary Jurisprudence of the seminary, for his part said: &lsquo;Although these lessons began in the second half of the seminary school year, 72 teachers and more than 1000 students participated in these lessons and it is anticipated that this number will be doubled in the next year.

With over 200 teachers, around 4,800 students are enrolled in advanced contemporary jurisprudence lessons, and 2,500 in Al-Fā&rsquo;iq courses, he reported and said the figures reflect 45% of high-level students&#39; engagement with contemporary issues in some capacity.

Hujjat al-Islam wa al-Muslimīn Esna Ashari added: &quot;At higher levels, students and teachers not only teach and study but also research new lessons alongside traditional seminary subjects. This allows them to grasp traditional principles of ijtihad while exploring its application to contemporary issues.&quot;

The office of contemporary jurisprudence highlighted the popularity of introductory books in this semester, including &#39;Usury and Islamic Banking&#39; and &#39;Analysis of Methods to Elude Usury&#39; by Ayatollah Makarem, &#39;Governance in Islam by Ayatollah Khalkhālī, &#39;Our Economics&#39; by Shahīd Ṣadr, &#39;Jurisprudence of Guardianship and Governance&#39; by Ayatollah Maẓāherī, and Fiqh of Cryptocurrencies by Ayatollah Sayyed Mohammad Reza Modaressi.

Seminary Initiatives Essential in Jurisprudence Development 

During the meeting held at Ayatollah Makarem Shirazi&#39;s residence, he highlighted the growing interest in jurisprudence and its principles within the seminaries, emphasizing their foundational role in religious rulings. He acknowledged the significant initiatives in this field, praising them as important steps in the right direction.

He highlighted subjectology examples, emphasizing the need for precise analysis of money, its origins, and generation within the complexities of the modern global economic system.

He argued that topics of cryptocurrencies, their classification as money or commodities, and the analysis of various company forms and investment types require precise scrutiny.

Hujjat al-Islam Esna Ashari reported an extensive seminary-university team being established from different scientific fields and serious attention is being given to interdisciplinary research and different thematic aspects such as money. Likewise, opinions of legislative groups are being taken into account and lengthy periods are being dedicated to thematic while sometimes last over a year.

At the end, the Ayatollah demanded the abstracts and conclusions of teachers&#39; intellectual works on cryptocurrencies and other publications to be sent to him for a review.

Specialized Subjectology

Approximately 20 days ago, the office of contemporary jurisprudence launched a general call for seminary and university thinkers to assist in the critique of the recommendations draft.&nbsp;A number of respected seminary teachers and researchers of jurisprudence, ethics, philosophy, law and artificial intelligence announced their readiness in this regard and through their concise and accurate work, in addition to the fundamental and formative critiques, we were able to present strategic&nbsp;and appropriate legislative recommendations.&nbsp;Ayatullah Arafi as well, like always, with support, backing and quick measures, delivered the prepared document to President Raisi thus it may be used by the present Iranian delegation in the meetings, so we do not encounter similar issues like the 2030 document (UNESCO’s Sustainable development goals).&nbsp;In this relation, we announce our many thanks and appreciation to all the dear teachers and researchers.&nbsp;At present, we are awaiting the final UNESCO document in ethics of artificial intelligence. Thereafter, the existing critique overseeing the draft will be amended and completed with the co-operation of the authors in relation to the text of the approved draft and will be publicly released in a book independent from the series of artificial intelligence books.&nbsp;

UNESCO, after two years of work and three amendments, at the end of the current year published the final draft of artificial intelligence ethics document and intends deliver this document in Paris for the approval of Member states on the 41st meeting in Āban 1400 (October 2021).
