The ceremony was held on January 27 2023 at the 22nd Book Conference of the Islamic Seminary.

The conference honored the achievements of scholars and highlighted the importance of advancing knowledge in Islamic jurisprudence.

The recognition of &ldquo;Al-Fāiq fī Al-Usūl&rdquo; as the book of the year reflects the commitment of the Islamic Seminaries&#39; effort to foster scholarly excellence and promote contemporary legal discourse within the Islamic tradition.

The conference not only honors the authors but also reinforces the vital role of Islamic scholarship in addressing modern legal challenges.

&nbsp;

In a prestigious ceremony held at the Ma’sūmiya School, Qom, the book “Al-Fāiq fī Al-Usūl” was awarded the highest rank in Jurisprudence and Islamic Legal Theory.

“Al-Fāiq fī Al-Usūl” Wins Islamic Seminary’s Book of Year Title

Ayatullahs Shab Zinde Daar, Shaheedi and Qaeni along with the head of the Office of Contemporary Jurisprudence, Sheikh Ithna 'Asheri visited all the present exhibition booths over their 4 hour visit at Masjid Jamkaran and were acquainted with the latest achievements of the Islamic Seminaries of Qum and Isfahan. Similarly, Sheikh Rustam Nejad, with patience and cordial accompaniment, presented comprehensive details of the activities by the Specialized Centers of the Islamic Seminaries.&nbsp;<figure class="image image_resized" style="width:83.45%;"><img src="https://fms.s3.ir-thr-at1.arvanstorage.com/photo_2022_11_17_00_23_40_7491098083_bda34ff04e.jpg"></figure><figure class="image image_resized" style="width:82.86%;"><img src="https://fms.s3.ir-thr-at1.arvanstorage.com/photo_2022_11_17_00_23_34_d2d7cea59c_5f1fb59262.jpg"></figure><figure class="image image_resized" style="width:82.19%;"><img src="https://fms.s3.ir-thr-at1.arvanstorage.com/photo_2022_11_17_00_23_19_a2af5b88ec_db4db5f864.jpg"></figure>The presence of some members of the scientific council of the Office of Contemporary Jurisprudence at the exhibition of the scientific achievements of the seminary's specialized educational units Facts about the Moglistan Library that you may not know!&nbsp;&nbsp;- One of the booths which was very interesting for all the teachers was the book of the Massage Amoozish 'Aali Hawza 'Ilmiyya of Isfahan who, through excellent presentation, showed that in this educational centre, specialized (fields) are presented in every field of study for the students of Isfahan and they have also published a collection of works by Ayatullah Mazahiri&nbsp;&nbsp;- However the hand-written copy of this collection was also very interesting. As it can be seen in the picture below hand-written copies from many countries in the world have been collected, scanned and catalogued and will later be available for researchers whereby the extent of their work is rare. I instantly remembered that recently a piece of news had been circulating that a library had been found in Moglistan which contains books which the Moguls, after occupying Baghdad, took back with them to Moglistan and it is probable that new books from Islamic sources have also been found within them (this collection).&nbsp;<figure class="image image_resized" style="width:82.95%;"><img src="https://fms.s3.ir-thr-at1.arvanstorage.com/photo_2022_11_17_00_16_40_83f637a3ff_0d2080caa0.jpg"></figure>I took the opportunity and asked Sheikh Majid Hadi Zadeh who was the head of that booth whether he has any plans for Moglistan? In complete surprise he said that the origin of this news has no reality!! The explanation is that the said library is in Tibet and was used by Buddhist nuns before and lately they removed it's walls and is now available for public visitors. However, simultaneous to this measure, the administration of Iraq announced in a news report that they intend to catalogue a few thousand hand-written copies and the simultaneous publication of both these news reports caused the illusion of the existence of those books in the Tibetan library. The story of Moglistan could have made this news report more interesting and hence for this reason they flew from Tibet to the Mongols.&nbsp;&nbsp;Authored by Hussain Ithna 'Asheri

On  Friday 4th Aban (26th October 2022), we were granted (the opportunity) to be at the service of the respected Teachers of Scientific Council of the Office of Contemporary Jurisprudence at the Specialized Centers of the Islamic Seminaries located in Jamkaran for a complete 4 hours visit.

The activities and programs of the Islamic Seminary&#39;s Department of Contemporary Jurisprudence were also reported, the pivots of which are as follows:

	Authoring of specialist books including notes and commentaries on the latest international expert opinions on the legal aspects of money, the ethics of artificial intelligence, and the international Special Drawing Rights (SDR) reserve asset;
	</li>
	<li>
	comprehensive critique on the draft text of UNESCO&#39;s Recommendation on the Ethics of Artificial Intelligence which was sent to the general conference in Paris.
	</li>
	<li>
	Authoring the ijtihādī book &quot;The Juridical Person and its Rulings&quot;.
	</li>
	<li>
	Establishing a foundation for enhanced collaboration and partnership between universities and Islamic seminaries, while contributing to the global body of academic literature.

&nbsp;According to the statistics presented from the first week of choosing the courses, the courses of al-Lahs and al-Laghahi and al-Faiq have been widely welcomed by the respected students, which is very surprising.Therefore, in order to avoid the problem of lack of classes, consultations are being held with specialized jurisprudence schools so that in these schools, free students will also be allowed to participate in these two courses.Until now, Imam Kazem’s specialized schools of jurisprudence, Saheb al-Amr and Imam Hassan’s school of knowledge, have agreed with this issue. Therefore, all respected students should pay attention when choosing al-Faiq and al-Lahs al-Laghahi courses, if the teaching place of the teacher they are interested in is announced in one of the schools, they can choose the course and attend his class.This matter is still being followed up and this request has been submitted to the other respected managers of jurisprudential centers to cooperate in this important matter and allow free students who apply for these two courses to attend their schools.

According to the statistics presented from the first week of course selection, the courses of of Al-Shakhṣ Al-E’tibārī and Al-Fāiq have been widely welcomed by the esteemed students, which has been very surprising.Therefore, to avoid the problem of lack of classes, consultations are being held with specialized jurisprudence schools so that in these schools, independent students will also be allowed to participate in these two courses.Up until know the specialized jurisprudence schools of Imām Kāẓim, Ṣāḥib al – Amr and Dār al – ‘Ilm Imām Ḥasan (peace be upon him) have agreed on this issue.Thus, all the respected students must pay attention that while selecting the courses of Al-Fāiq and Al-Shakhṣ Al-E’tibārī, if the place where their desired teacher is teaching is announced in one of the schools, they can choose the course and attend his class.This issue is still being followed up and this request has been submitted to other esteemed directors of specialized jurisprudence centres to cooperate in this important matter and allow independent students who apply for these two courses to attend their schools.

An Important Announcement regarding choosing the Courses of Al-Shakhṣ Al-E’tibārī (The Juridical Person) and Al-Fāiq

The respected teacher said: ‘They have now presented al-Fā’iq. Where is Kifāyah and where is al-Fā’iq? Al-Fā’iq contains five to six discussions all of which are in principles of jurisprudence (اصول الفقه) as well. How can this book take the place of Kifāyah with all its voluminosity and extensiveness?’&nbsp;With the utmost respect, it is presented before the respected teacher, based on the communicated statute, the book ‘al-Fā’iq fi al-Usūl’ is not a replacement for Kifāyah and is only a complementary to Kifāyah and the respected students who study this book will have incentive distinctions. Principally, this noteworthy book was authored for the reason that discussions which students require and are not discussed in detail in the prevalent books are entered into the seminary lesson schedules and thus it is a complementary of Kifāyah.&nbsp;&nbsp;The book al-Fā’iq consists of 11 discussions and it has been endeavoured that the discussions which have been analysed in the books of the noble (scholars) of the science of Usūl (علم اصول) over the 100 years after the Late Akhūnd in addition to some new opinions and branches (of the knowledge) is presented before the seminaries in an ijtihādī and detailed format. This measure is a cause for modernising the principles required and a greater diligence of that discussion.&nbsp;By the grace of Allah, given the remarkable reception by the respected teachers and students, such discussions have transformed to the place of discussions by teachers of higher and advanced levels and alongside this, views and new intellectual developments from amongst the excellent teaching system and seminary teaching is in the state of prosperity which indicates the rich talents and intellectual enthusiasm of the seminary students.&nbsp;

Considering the presence of distinguished teachers and elders in the city of Qum, in addition to benefitting from the discussions and scientific, sympathetic and constructive criticisms and appreciations for the new educational program, we witness the affectionate&nbsp;empathy and co-ordination of these respected people and this is the Islamic ethics which has always been an original tradition of the Islamic seminaries and today as well it continues.&nbsp;Till the month of Shariwar of this year (September 2022), in the city of Qum alone, 152 teachers registered to teach the book ‘Al-Fā’iq’.&nbsp;The book&nbsp;‘Al-Fā’iq’ includes discussions which respected students require in their advanced level class and it is not studied in-depth in their prevalent books. According to the news agency of the seminary, Ayatollah Makarem Shirazi, the Grand Marja of the Shia, deemed it necessary to pay deep attention to the subjects in of contemporary jurisprudence.

He made the request in a meeting with the heads of the seminaries and the contemporary jurisprudence department while praising their accomplishments in the field. He emphasized the importance of focusing on the depth of the subjects and ensuring a strong intellectual role the Office of Contemporary Jurisprudence should play.

At the beginning of the meeting, Ayatollah Arafi expressed gratitude to Ayatollah Makarem Shirazi for his support, discussed seminary administration and programs, and highlighted the initiatives and publications of the Office of Contemporary Jurisprudence.

He emphasized the importance of thorough 5-year planning for significant tasks, including the activities of the Office of Contemporary Jurisprudence. The focus is on advanced lessons rooted in seminary methodology, avoiding pseudo-enlightenment ideas, and relying on independent seminary principles. The institute collaborates with seminary and university teachers to analyze subjects jurisprudentially. This year, a 9-volume book on ijtihad in contemporary jurisprudence has been published, with plans for an equal number of new books next year.

The head of Iran&#39;s Islamic seminary highlighted the collaborative effort behind the book Al-Fā&rsquo;iq and its commentary, authored with the support of renowned advanced jurisprudence teachers. He emphasized that this book, as a supplement to Kifāyah, has sparked intellectual growth in the seminary. He also noted that future publications will be added to the seminary education system which will complement Makāsib in subjects such as &#39;legal entity.&#39;

Identifying and publishing books which in the last 100 years have been authored in Najaf and Qom on contemporary subject was a project he considered one of the other tasks of Contemporary Jurisprudence Office in the next year.

Ayatollah Arafi noted: &quot;We have contacted different Government bodies and have collected their issues and principle needs and formed more than 20 intellectual committees with the respected research executive Hujjatul Islām wa al-Muslimīn Muqīmī Ḥājī.&quot;

He stated that students, teachers, and seminary centers conducting strategic research aligned with announced guidelines to address societal issues will receive support, adding that over 100 projects have already commenced and are set to be published by next year.

Hujjat al-Islam wa al-Muslimīn Esna Ashari, head of the Department of Contemporary Jurisprudence of the seminary, for his part said: &lsquo;Although these lessons began in the second half of the seminary school year, 72 teachers and more than 1000 students participated in these lessons and it is anticipated that this number will be doubled in the next year.

With over 200 teachers, around 4,800 students are enrolled in advanced contemporary jurisprudence lessons, and 2,500 in Al-Fā&rsquo;iq courses, he reported and said the figures reflect 45% of high-level students&#39; engagement with contemporary issues in some capacity.

Hujjat al-Islam wa al-Muslimīn Esna Ashari added: &quot;At higher levels, students and teachers not only teach and study but also research new lessons alongside traditional seminary subjects. This allows them to grasp traditional principles of ijtihad while exploring its application to contemporary issues.&quot;

The office of contemporary jurisprudence highlighted the popularity of introductory books in this semester, including &#39;Usury and Islamic Banking&#39; and &#39;Analysis of Methods to Elude Usury&#39; by Ayatollah Makarem, &#39;Governance in Islam by Ayatollah Khalkhālī, &#39;Our Economics&#39; by Shahīd Ṣadr, &#39;Jurisprudence of Guardianship and Governance&#39; by Ayatollah Maẓāherī, and Fiqh of Cryptocurrencies by Ayatollah Sayyed Mohammad Reza Modaressi.

Seminary Initiatives Essential in Jurisprudence Development 

During the meeting held at Ayatollah Makarem Shirazi&#39;s residence, he highlighted the growing interest in jurisprudence and its principles within the seminaries, emphasizing their foundational role in religious rulings. He acknowledged the significant initiatives in this field, praising them as important steps in the right direction.

He highlighted subjectology examples, emphasizing the need for precise analysis of money, its origins, and generation within the complexities of the modern global economic system.

He argued that topics of cryptocurrencies, their classification as money or commodities, and the analysis of various company forms and investment types require precise scrutiny.

Hujjat al-Islam Esna Ashari reported an extensive seminary-university team being established from different scientific fields and serious attention is being given to interdisciplinary research and different thematic aspects such as money. Likewise, opinions of legislative groups are being taken into account and lengthy periods are being dedicated to thematic while sometimes last over a year.

At the end, the Ayatollah demanded the abstracts and conclusions of teachers&#39; intellectual works on cryptocurrencies and other publications to be sent to him for a review.

During the unveiling of newly published advanced jurisprudence volumes by the Office of Contemporary Jurisprudence, Hojjatoleslam Hosein Ethna-Ashari highlighted several major developments:&nbsp;Achievements:<ul><li style="direction:ltr;text-align:justify;">Five key volumes on Islamic Legal Theory—including Al-Fāiq fī Al-Usūl, Al-Rāid fī Al-Usūl, and a related commentary—were compiled and taught in 240 classrooms across the country, reaching 5,000 students over the past two years;</li><li style="direction:ltr;text-align:justify;">Authoring the book entitled “A Legal Entity” and making a start on teaching this book on a trial basis;</li><li style="direction:ltr;text-align:justify;">Formation of 8 research groups with the cooperation of university professors in the fields of economics, fundamental rights, human rights, legal procedure, social media, artificial intelligence, and cryptocurrencies;</li><li style="direction:ltr;text-align:justify;">Cooperation with the jurists of the Islamic Seminary and launching advanced jurisprudential lessons in the subjects of cryptocurrencies, money, stock exchange, and capital market, judicial law, legislative jurisprudence, and legal entity;&nbsp;</li><li style="direction:ltr;text-align:justify;">Compilation and publication of 9 volumes of books out of the lessons of contemporary jurisprudence;</li><li style="direction:ltr;text-align:justify;">A collaborative platform was developed with Islamic Seminary departments for professors and students to promote advanced jurisprudential studies in contemporary jurisprudence. This initiative led to a record-breaking academic year (2022–2023), with 50 courses and over 3,400 participants, making it the most attended and most offered subject area in advanced jurisprudence—representing nearly 45% of all enrolled students.</li><li style="direction:ltr;text-align:justify;">Announcement of more than 200 topics for level 3 and 4 theses related to the topics that were taught.</li><li style="direction:ltr;text-align:justify;">Four books were compiled covering key topics: SDRs as the first international currency, legal perspectives on money, and AI ethics. These works will be distributed to seminary teachers and presented with published critical reviews and appropriate academic titles—similar to how the late Kashif al-Ghita’s Tahrīr al-Majala was introduced—for inclusion in curriculum at Islamic Seminaries and universities.</li><li style="direction:ltr;text-align:justify;">Formation of specialized working groups to review international and domestic documents and laws.&nbsp;</li><li style="direction:ltr;text-align:justify;">Compilation of a single-volume critique addressing UNESCO’s draft recommendations on AI ethics. Developed with input from experts in jurisprudence, ethics, philosophy, and law, the work was submitted to Iran’s UNESCO negotiation team and is slated for expansion into two comprehensive volumes for future publication.</li><li style="direction:ltr;text-align:justify;">Establishment of “Ijtihād to University” network to convert scholarly work from Islamic jurists into accessible academic articles.
